今年9月以来，陕西、四川、重庆、湖北、河南等省市持续了多日强降雨。9月16日至18日，陕西南部、中部地区更是经历了五十年不遇的强降雨，汛情严峻，引发了泥石流、洪水等自然灾害，受灾群众的生命财产安全受到巨大威胁。截止到目前，据不完全统计，强降雨已致陕西省90余万人受灾，1200多所中小学受灾。 |

An County is located in Mianyang City of Sichuan province. It is one of 10 counties in all of China most seriously stricken by the May 12 earthquake. The earthquake completely destroyed 20 towns in An County; 510,000 people suffered in the disaster; 2640 people died; 655 people are missing. In addition, over 80% of the town’s houses were damaged in an area of 1950 square meters. This includes 117 schools, 374 medical and health units, 826 kilometers of roads and 254 bridges, all of which caused direct economic loss of RMB 42.9 billion for An County. Xiaoba town is one of the most seriously affected areas of An County in the earthquake. Of the whole county’s 2950 families, 9670 people directly experienced the disaster, 86 people died, 1468 people were injured, 6 people are missing, and the direct economic loss is over RM Plan China selected Xiaoba town of An County as its emergency relief target. With the help of the Foreign Funding Management Center of Sichuan PAO and the governments of An County and Xiaoba town, Plan China purchased relief goods through a public bidding process. These consisted of 100 tons of rice, 10 tons of edible oil and 2,900 sheets of quilts worth RMB 700,000 to be distributed to 7 villages and 1 community. Mark made a speech in the ceremony on behalf of Plan China to express our deep care and sympathy to people suffering from the disaster. He said he hoped they would have great courage to rebuild their homes and communities. He told residents of Huangyang village excitedly in Chinese that Plan China bought rice, edible oil and quilts for them to provide them with practical help. The money used to buy the goods was donated by ordinary people like them from Canada, Japan, Sweden, USA, Holland and British and other countries. He said he believes that in such a world full of love, everyone can move from this sadness to create a happier future. Finally, Mark clenched his fist and said: “Sichuan friends – Xiongqi.” His speech won villagers’ animated applause. After the ceremony, Mark distributed rice to the representatives of villagers. On 1st September, Plan China will send its staff to visit nearly 300 families to ensure the safe delivery of the goods. |
On the afternoon of 29 August 2008, a Handover Ceremony was held in Huangyang village of Xiaoba town in An County to mark the delivery of earthquake relief goods from Plan China. Plan China Country Director, Mark Leighton, director of the Foreign Funding Management Center of Sichuan Provincial Poverty Alleviation Office, Liu Weijia, and the leaders of An County Poverty Alleviation Office, its rural work office and Xiaoba town participated in the ceremony.
