 On 2 April 2009, Plan China and Women’s Federation of Shaanxi Province jointly held the 6th Conference of Shaanxi Plan China Steering Committee in Xi’an Women and Children Activity Center. Mark Leighton–Country Director of Plan China, Deputy Secretary General of Shaanxi Provincial Commission, Xue Yaoxuan—Director of Shaanxi Plan China Steering Committee, Liu Lige—Chairwoman of Shaanxi Women’s Federation, and relevant officials from Shaanxi Poverty Relief Office, Department of Education, Ministry of Health attended this conference. They pooled the wisdom and efforts of everyone, reviewing the program achievement and discussing the development strategy to lay foundation for the development of the future work. On the conference, Mark reviewed the program achievement of Plan China in the past few years with the others and exhibited Country Strategic Plan of 2008 to 2012; Xue Yaoxuan made an announcement about adjusting the personnel of the provincial steering committee; Liu Lige summed up the condition of joint programs by the Provincial Women’s Federation and Plan China from 2004 to 2009 and praised the result of the cooperation while offering suggestions and outlooks for areas of cooperation in the future. During the conference, they also discussed about the issues such as the partnerships between Plan China and the Women’s Federation, the roles and functions of the provincial and county-level steering committees, and the strengthening of communications among related benefits communities in groups. Related Background Being approved by Shaanxi Provincial Commission and Provincial Government, Shaanxi Plan Steering Committee (Provincial Steering Committee for short) was established in 1999 to coordinate and direct the development of the joint programs by Plan China and the Provincial Women’s Federation. The members include Shaanxi Women’s Federation, Poverty Relief Office, Foreign Affairs Office, Department of Education and Federal Office of Public Health and other relevant provincial heads, with Xue Yaoxuan—the Deputy Secretary General of Shaanxi Provincial Commission as its Director. Since being established, the steering committee has held 5 conferences altogether, helping to coordinate and deal with many major issues in the cooperation of the two sides which ensured the smooth implementation of the aid program of Plan International in Shaanxi Province. In the 6 program counties of Plan China (including Long De program county in Ningxia Hui Autonomous Region), each county has also set up steering committee at the county level, and their members are mainly departments related to the 5 fields of Plan work including health, child protection, learning, habitat and livelihood to ensure the program’s smoothly carrying out.
