Program Summary The Migrant Labour Social Inclusion Program intends to develop a comprehensive social inclusion model to build the capacity of migrant workers to integrate into urban communities. IT training will be a core component. In order to ensure sustainability of the centres, Plan China will work closely with local NGOs and government agencies. Plan China will also work to create an ongoing policy impact through best practice and empirical data based advocacy so that, on successful completion of the project, the comprehensive IT training/social support model will be extended and become mainstream Why we are doing it? Migration is now one of the core policies adopted by the Chinese government for poverty alleviation: from 2000 to 2005, 15 million rural labourers have been relocated from rural to urban areas each year, and the scale of migration will only increase in the coming years. However, as the migrant population increases in urban areas, migrant workers, suddenly exposed to an unfamiliar social and community settings without the support of welfare services, are faced with major challenges. They must cope with labour & management rights & responsibilities, human resource development, care and development for their children - both those children left behind in their villages as well as those who have migrated with their parents to the cities; marriage, health care and sanitation. Our Approach Since 2006, Plan set up Community Training & Learning Centers (CTLC) to provide support to migrant workers with local partners in Xi’an and Nanjing. They are mostly staffed by volunteers and managed by local NGOs. Program Goals

Future of the Program Plan China will is setting up another two CTLCs in Tianjin and Chengdu. Impact The program is located in cities with migrant labourers – each one benefiting around 100 each month. Plan China will facilitate a working network of NGOs, government agencies and policy makers to promote comprehensive support for migrant workers. Plan China will also work with donors and other committed organizations to replicate the model and generate policy impacts.
